Question Ryzen 9 5950x acting odd to me.

So I last night I built a completely new pc from what I had. Anyway I have the 5950x on a Msi mpg x570s carbon max wifi. While idling my temp seems to range from 34-48 but what is confusing me is that the frequency never drops below 3.6. It’s constantly boosting itself to 4.4 to even 4.9. I didnt over clock it or anything in the bios. I’m also fairly new to pc building so I’m not sure if I’m freaking out or if this is normal behavior.

use hwinfo64 to see the actual clocks (min, max / average). could also be some settings from pbo / bios are not set properly.

It's the same with my 3950x. In hwinfo , when idling, it shows 3,6 Ghz. In AMD Ryzen Master it will show the correct values ( goes down to some few hundreds of Mhz with my CPU and the hibernation of currently unused cores). Therefore I would assume, it's quite normal behaviour of your CPU.
