Built my PC and it was working fine perfect stable overclock for atleast a month, after that the my games were running poorly and I found out that my cpu has underclocked itself to 1.5ghz....I dont know how thats possible to so i went back into the bios it was on 3.7ghz so I clocked it at 3.6ghz but then the system didn't boot. After all that I took out my CMOS battery to clear my motherboards oc. and used Ryzen Master to oc my cpu at it worked fine but I went to overclock it in the bios again but it didnt boot. So I once again took the CMOS battery out and booted now i use ryzen master to overclock.

I just wanted to know is there a way I can overclock in the bios again I think it has something to do with the CMOS battery but im not too sure.

First I suggest getting the latest bios if you havent already.
https://www.msi.com/Motherboard/support/B350-TOMAHAWK.html#down-bios

Then you should just have to load into bios and change 4 settings cpu ratio, core voltage, LLC, and NB voltage. This is just CPU overclock which I suggest doing it first. Make sure its stable before moving to the RAM. Now you may not have to change NB voltage unless your really going for good overclock. Here is a video with a reasonable OC to show exactly where those settings are found.

I know how to overclock with the bios, my problem is when I do manage to overclock and boot into windows it always gets clocked at 1.5ghz not the set overclock (3.8ghz)
But I can overclock with Ryzen Master at 3.8ghz but the problem with that is when I restart I have to apply the settings in Ryzen Master.

Are you using task manager to get your CPU frequency? It isn't very reliable. Install OCCT and run a stress test. Look at the clock rate reported in OCCT during the test.

For example. My i5-3570K is overclocked at 4.2Ghz with Turbo Boost set at 4.5Ghz. Task Manager is jumping around and showing up to 5.54Ghz. If that was true I'd have the most badass i5-3570K in the world. If I could hit 5.54Ghz at 1.24V and 59C on air.

nope im using cpu-z to check my overclock in task manager it says 3.20 and I have ran prime 95 stress test for a good couple hours completely stable oc at 3.75 1.36 v on air running 70 c on full load 36 c idle. When I use Ryzen Master but when I try it on the bios I see 1.5 ghz in cpu-z also a huge dip in performance but in task manager it says 3.20 so I dont trust task manager either.

This is the issue I am currently having as well, it's sitting at 1.4v auto and I've overclocked to 3.8ghz but in CPUID it's saying I am running at 1550mhz!
Any fix to this issue other than buying a new board?

Thank you for the reply! I am currently using 1.6v bios! Just wanted to ask how come 1.7 isn't on their website? is this just beta?

Thanks, is there no word on what this beta is for? wondering if this will also solve the issue of no greater ram speeds than 2933!
