What BIOS Version are you Using ?
On my MB the BIOS version that uses AGESA 1.0.0.6 works best for RAM OCing/Compatibility so I would try BIOS version Version 4207 for your MB which also uses AGESA 1.0.0.6 and see if that helps at all.
By the way im going to close this thread really soon because I’ve found the problem and it has to do with the ram being the wrong version which it is 4.31 and you need version 5.34 or something like that. Sorry.

So any suggestions for ram that is has compatibility for both my motherboard and my cpu?

If you can't use all the installed memory, it is usually the case that RAM is not properly seated or your CPU is either not properly seated or has bent pins.
I don't know if your Mobo is a Daisychain or T-topology but Daisy chain has a harder time driving 4 memory sticks. Both do but T-topology less so and the consequence of that is lower RAM Mhz.

Are you running DOCP and upped the voltage for RAM to 1.35-1.37 volts?
2133 Mhz is usually running at 1.2 volts. Maybe that is the issue.
From what I've read, up to 1.45 volts should be safe but I wouldn't go over 1.37V. Not for a 24/7 system. But that is just me.

X370 only does dual channel, not quad channel. I think you might be confusing the terms. 4 memory sticks doesn't mean quad channel. 2 memory slots share a channel.

Are you installing the RAM in the right order? Your MB supports having one RAM stick, two RAM sticks, or 4 RAM sticks. However, when installing one or two RAM sticks you can't just put them in the first two slots.
If only using one RAM stick it needs to be in slot A2 (probably the second slot from the CPU, but not sure). If only using two sticks they need to be in A2 and B2 (probably the second and fourth slot). Look at the silkscreen on the MB to verify the memory slot labels.

Try using two matching sticks from a kit (you can tell if they're matching by the serial number) in slots A2 and B2. Remember, even if the MB QVL doesn't have your version listed that just means that they weren't tested. It doesn't automatically mean that they're incompatible.

I'm only answering this on behalf of OP as I have already covered a lot with them.

Each individual RAM module has been tested in each individual slot, and when running dual channel was installed in the slots as per MB manual. I had also advised to install them with modules from the same pack. However the PC would not display a signal with even 1 RAM module (regardless as to the module or slot). So correct slots were used and it was advised to do so with modules from the same pack, so assuming that was also covered, but no results were achieved.

Alright well I didn’t know that but, my ram actual isn’t compatible with my cpu so there is nothing We can do.

A mobo makers QVL for RAM isn't the be all, end all. It is not complete. They don't have time to test all the RAM, all the versions. Probably half the memory isn't on a QVL. Does the memory work? Of course it does. At worst, you might have to go down in timings or speed but it will work.

Not compatible with CPU? Are you kidding? The memory is DDR4 right? Then it works. Stop coming up with excuses why you should just give up.

I've been doing this for a year, and I've had no luck with anything if you want, you can try to think of a solution. Although I will tell you that the information I got was directly from an article that ryzen wrote in 2017 about their ram compatibility. I can send you multiple links and i actually will.
