Considering an upgrade to my phenom ii 955. I mostly use the computer for gaming, but with dx12 showing more cores getting used I want to do a 6 core setup. Sandy bridge xeon and Ryzen seem good but both will cost around the same for a motherboard/CPU combo at about $370. The Westmere 6 cores like the Xeon x5670 are only $50 and the motherboards are only around $50 too. Realistically, I could get a dual CPU setup using the Westmere CPUs for 12 cores for only around $175 if i wanted. What's the best option?

Solution
Ryzen is around Broadwell level of performance which is 3 generations newer than Sandy Bridge. Not to mention that the chipset on a Ryzen motherboard will be modern compared to an ancient board that runs Sandy Bridge.

So yeah Ryzen 100%.

More like Haswell. Broadwell is only 2.7% behind Skylake/Kaby Lake. Also, a representative of AMD said Ryzen is 6% behind Skylake/Kaby Lake, which is in line with Haswell.

Clock-for-clock, Ryzen should be 17% faster than Sandy Bridge. Westmere is considerably slower than Sandy Bridge. For gaming, I'd recommend Ryzen all the way.
