ryzen5 1600x DX12 issues

Hello i recently upgraded my cpu to a 1600x and a CH6 HERO mobo and 16gb of 3000mhz corsair led ram(CMU16GX4M2C3000C15R) everything else i salvaged from my previous rig( gtx1070,ssd,aio and so on)
Recently i was testing out dx12 titles such as Rise of tomb raider and Deus ex mankind and gears of war 4 and all these games are unplayable with choppiness and lagg even tho my fps is reported at 60+fps, gears is not that bad tbh i get the occasional freeze/lag when things are happening but the other 2 are so laggy.
In dx11 titles i have no issues at all with a solid frame rate and no lag i have been searching the internet for similar instances but cannot find the reason i have tried with my 4ghz oc and ram at 2933 and also on stock settings, gsync on/off SMT on/off but nothing works im not sure if it is my cpu or the 1070 on my previous rig fx8350 i had no issues at all with dx12.
My gpu drivers are up to date, any help or advice is much appreciated.

DX12 games are still mostly crap. DE:MD does the same thing for me. Apparently games are not being optimized (or properly optimized) for DX12. Or it is just crap. It works well on some games but not on others. Run 3DMark's Time Spy (it's DX12) and let me know your result. I have my 1600X at 4.0 GHz too, and a stock GTX 1070 installed right now. So we should be pretty close in scores.

Thanks for reply and sorry for late response, my time spy results are 6529 & 6520 when the test finished my results were ranked number 3&4 on the list, i have tried to add a screen shot of the results but i do not know how to in this message.

My Corsair 3200MHz RAM seems to be stuck at 2932MHz. Any attempt to go higher and it doesn't boot. But I don't have a high end board like you; MSI B350M Mortar Arctic.

Like you I had a FX-8350 rig before this too. Had it up to a stable 4.7 GHz. Was a pretty great rig in spite of the age.
 


Thanks i should have mentioned that my gpu is oc`d to 2101mhz
 
My monitor is Asus pg278qr i game at 2k resolution and 165hz refresh rate.... i know my monitor nerfs my rig lol.
My gpu OC is done with msi afterburner with the following settings:
-Core voltage +75
- Power limit + 115
- Core clock +110
-Memory + 460
This oc is perfect i have not had one gpu related crash and do not have any weird artifacts also temps never rise above 68 degrees on air and we are currently having a very hot summer in the UK

And once again many thanks for confirming the dx12 issues, i see many reviews with the 1600x and game benchmarks but none of them inform or show dx12 choppiness in fast paced scenarios.

"The simple answer is DX12 provides no performance advantage in this game from top-to-bottom, from high-end to low-end, from high resolution to low resolution. In fact, DX12 can be detrimental to performance, depending on your GPU."

Likewise with Rise of the Tomb Raider: "With all the DX11 and DX12 testing we have done in Rise of the Tomb Raider we can definitely say that for right now, stick with the DX11 API."

These reviews are a tiny bit dated, newer drivers may have made some improvement since then. But DX12 still seems to need some work. Or the devs need to implement the API better. Same with Vulkan. Vulkan is a game changer in Doom 2016, but seems to slow down compared to DX11 in many other games.
