Safe mode is entered whenever I hard reboot

Can anyone tell me why this happens? Whenever I try to hard reboot I get put into safe mode every single time, and the only way to actually boot into my OS is by going into the BIOS.

I did read it and I don't really understand why it keeps happening. I'm not sure what I'm supposed to turn off in BIOS.

I'm hard rebooting because sometimes it's more convenient for me, but whenever I do it I'm greeted by that message. Every single time. My case also has a quick reboot button, but once again I'm greeted by that message.
 
What a quick way to destroy your operating system. Computers are not like stereo receivers. Hard reboots are only performed as a last resort due to unresponsive operating systems.
 


Their nothing to turn off in BIOS it's doing just what it should do and your to lazy to power off the PC good luck with it lasting.
