Question Safe temps for an i7-9700k ?

should i worry about the max temp in core temp? screen shot at idle https://ibb.co/F6xkFfm this was after a few hour gaming session. just curious if the max on core temp even matters?
when i check core temp in game never that hot usually 60-70c. feel like im loosing fps and pc sounds like a jet plane. hyper evo 212 cooler

It's within spec, but it is up there for a game - with a catch.
Not too many games cause cpu high power draw, so cpu package power draw is a factor in the games you play and following that unknown variable, the Hyper 212 may not be enough for some of them.
If it's sub 100w loads and still getting up there, more likely to be an airflow problem.

Well, your max temps are concerning. 86(avrg) is a bit worrying. You may find info where it says that it's fine until it crosses 90 degrees, but I would say that 80 should be the ultimate max temps for the longevity reasons. I try to keep my 10900k under 71, 75 at max.

I'm not familiar with that cooler of yours but i'm pretty sure something is not working right. For starters, try reapplying thermal paste. If that doesn't work, try tightening up the screws on your heat-sync. I personally made a mistake of keeping it too loose once after watching tutorials where people say to be extremely gentle with it. And by doing so I shaved around 10 degrees. If none of the above works try changing your cooling solution, both your case and your cpu fans + cpu heat sync.

p.s.
You processor is not a hot cpu in general. While 80ish territory maybe within specs it is not that common for it to get there if everything works correctly. But as I said earlier, everything below 100 is "fine" but it also depends how you define fine :)

It depends. If you are planning on selling this cpu in the future or hoping to have it for over 5 years or more (I'm not saying that it's necessarily going to break that soon) than you should keep your temps much lower.
+ games don't usually draw that much cpu power. What were you playing? Have your been monitoring your cpu usage while in game?
