Samba Problems with Kodi

Hi guys. First off I want to say i'm no novice at computers. I have a very very good understanding of computers and networking and databases and coding in general. this problem though is going over my head and I have tried everything in attempts to solve it. I'm hoping one of you knows right away whats going on and can just tell me the problem.

Problem: I have 3 computers running kodi 14.2 "helix". two of which are running windows 7 and the third computer is a raspberry pi 2 "quad core". They all connect to a windows 7 computer as a server running mysql server 5.6 on port 3066. I have them all linked pulling the same library from the database and they all connect to the database and run fine alone. the problem is when two of them are connected or if one has connected earlier and then turned off my raspberry pi 2 still connects to the database but can't stream any movies it just says "connection timed out" its not until i reboot the windows 7 server that it can connect fine. but then if that other computer connects the rasp pi is done for until the server is rebooted. its the biggest pain in the <language please> and I have tried everything even reinstalling mysql and recreating the kodi library to try and fix it.
The problem still persists.

I'm thinking its a Samba connection block because of the fact that the pi still connects to the database and can see the whole library. Is there anyone out there that has had this same problem and has been able to fix it? Is it a router problem or a samba problem.

Things I have done:
Reinstalled Mysql server
reinstalled rasp pi 2 open elec img
everything is running on static IP with no conflicts
Router is running dd-wrt and is set as gateway with opendns pointed at googles dns servers.
router is also set as LAN dns first before it goes to google dns
server IP is set to range outside of DHCP and is static as well.
No SAMBA username and pass
all shares on server are open the everyone.
 


I'm sorry you have no Idea what your talking about. I need someone with real solutions. all databases are should be ran on servers you're joking right?
 
I do know what I am talking about (being there, done that). But resetting router settings has nothing to do with SQL connectivity, believe me.

Have you tried troubleshooting the MySQL connection from the client PC/RPi?
Have you tried troubleshooting the Samba connection from the client PC/RPi?
Finally - have you tried "off-the-shelf" install of XBMC/Kodi, without playing with the MySQL?
 
Yes i know resetting the router has nothing to do with the SQL connectivity. I'm not trying to knock you down and I appreciate you trying to help. IT IS NOT A MYSQL PROBLEM. It connects fine to MYSQL even when other computers are on. it has to be a samba problem because once the other computers connect even if i shut them down completely rasp pi cannot connect to server. still connects to the MYSQL database and pulls artwork but will not connect to the IP address of the server. I can't even add it as a source because it gives me "connection timed out" error. Its like the other computers completely turned off the port for samba sharing or something. I have no idea. once i reboot the server though all is well and rasp pi connects to server and pulls videos. its so frustrating because i have to keep rebooting the server everytime i want to connect the other computers.
