Question Same FPS in low and ultra settings on modern warfare 2

Greetings, since this game came out I have had a "problem" and it is that COD modern warfare 2 goes to the same low FPS as the ULTRA, giving an average of 80 fps around, the specs of my pc are:
RTX 3060 12GB
Ryzen 7 5800X
32 GB Ram
SSD M.2 1TB
POWER SUPPLY 650W

I'm not very aware of components but I understand that my pc is mid-range with those components, I've seen videos of benchmarks of this game with the same or similar components and they get 160 fps on average on low, and which I think is incredible but It doesn't make sense that I go to 80 fps on low, any idea what it is? I had windows 11 but I went down to 10 and the fps even dropped more.

Probably game specific issue? After lowering the in game setting restart the game. Sometimes there are case where lowering the in game setting did not improve in game performance until you restart the game.

It's probably not the problem, buy what exact PSU?
