Having Samsung 860 Evo for quite some time,
I recently mesured that it needs 16 (15.94) sec to boot Windows 10 (from pressing the power button to the lock screen, login process doesn't take even one sec). Can it be faster ?
In startup, I only have OneDrive, Realtek driver for sound and antivirus.
You can see the configuration's specs:

i5 8400 with stock cooler
Gigabyte B360M H***
Asus GeForce GTX 1050Ti 4GB
Samsung 860 Evo 2.5" 250GB + WD 2.5" 500GB HDD + Toshiba DT01ACA100
Cooler Master MWE Gold 550W

***I'm suspecting that chipset could be better, but who knows.

I actually recommend you disabling all things on startup. Maybe windows is too bloated with everything and clean install usually speed up the system.
