can someone please tell me if you can permanently turn off the god ugly rgb on the front/ bottom and on the rear of the monitor

i want to buy that monitor but no one can tell me if you can for sure turn off the ugly rgb (all rgb is ugly imo)

Yes! I turned mine off - in the settings menu go to System, then to "Core Lighting" and set it to Off. It turns off both the front and the back.

You can also change the colors there as well.
