Samsung monitor overclock and dual monitor setup issue

Hello guys,
I recently received a new SAMSUNG 24D300H.
So now I have a dual monitor setup using my new Samsung 24' (as the main monitor) and an old 19' Acer monitor.

The issue is, that when I'm in a fullscreen application on the main monitor and I want to do something at the second monitor (look up something in the web browser, etc...), the fullscreen application minimizes. Is there a way to use the second monitor without minimizing the application ?

And the second thing, I overclocked the monitor from 60Hz to 75Hz using the Nvidia control panel custom resolutions. When I tried 78hz, the monitor said: "Not optimum mode, optimum mode is 1920x1080 60Hz and after a while, the monitor shut down, so I went back to 75Hz and it seems to work fine. No artifacts appear and there is no frame kipping.

Is it safe ? And will it shorten lifespan of the monitor ?

BTW: Does HDMI support 75Hz on 1080p ? (I've read it doesn't, but I'm most definitely noticing big differences in CS:GO)
