Question Samsung S9+ Promblem (please help)

I recently sold a Samsung S9+ on ebay and the buyer returned it, it no longer has google play store and I cannot do a factory reset it says “MDM does not allow factory reset. Phone will reboot. Phone will reboot automatically” I have read online this is because it is maybe an ex-display model but they also say it would not be able to get a signal but I put a sim card in it and was able to make calls and send and receive texts so the info isn't making too much sense to me I have spent hours googling it but can't find a solution if anyone is able to help it would be greatly appreciated.

are u sure he returned you same device? mdm is security feature used on samsung demo phones
