Samsung TV being used as monitor, but PC won't allow resolution to go higher than 800 X 480

I had a computer monitor that had great resolution hooked up to my Dell but the monitor died and was replaced by a Samsung UN24H4000AF. It worked great until my system crashed and I had to reinstall windows disc, now the Samsung won't go any higher than 800 x 480. Any ideas? Samsung says it's not their problem. Thank You

You need to install the OptiPlex 390 graphics driver. It appears there are four different graphics options available on that model.

1) AMD Radeon HD8490,Radeon R5 240,Radeon R5-340X
2) Intel HD, HD 2000/2500/3000/4000 Graphics
3) AMD Radeon HD6350 Graphics
4) AMD Radeon HD6450 Graphics

I have a Dell Optiplex 390 and even tried reinstalling Windows 7 again, but according to Samsung, the problem is that the "monitor" is actually a TV and they have no drivers available for it. My only recourse I see at this time is to try Dell, but their tech support line costs money if the computer is no longer under warranty (I'm a disabled Firefighter/Paramedic on a duty related disability pension and can't really afford it). So if anyone has any ideas, I'm wide open to suggestions. Thank you!

You could upgrade to Windows 10. They have a lot more screen resolution options than Windows 7 does. You could also try accessing the display adapter properties (although I'm not sure how to do so in Windows 7) and select "list all modes" and try to find a resolution on the list that works for you. Although to be honest these techniques have not worked well for me and I am still prowling the internet looking for a solution to a similar problem that doesn't require downloading new software. But it might work for you.

Actually, Thanks to everyone who has offered a solution, but Microsoft (less than 2 hours ago) posted a Windows 7 upgrade that solved the problem. I let the upgrade install, rebooted and when it rebooted, I couldn't believe it, It had found mt "Monitor"/TV and solved the resolution problem. It looks fantastic and I appreciate all the help you guys offered, but Microsoft fixed it without me even knowing it would. I'm still shocked! It is working exactly like it did before I reinstalled Windows. I am sooo impressed and happy.
Thank you all, you have been a huge help but it's now fixed and the problem is gone.
