I am wondering why it shows in Disk Management and Device Management but when I go into This PC it's not here as an actual drive.

I did contact SanDisk which was not worth contacting

Solution
in disk management does the drive have a letter?
if there is no partition on the drive what you describe will happen.

in Disk Management try to remove the partition on the drive and make a new one, format it and assign a drive letter. after the drive is lettered it will be accessible in explorer
