which one Performance is better ? i heard hd 7790 vram is no efficient. both will run in 420W?

Both GPU needs 6/8 pin supplementary power connectors from PSU. Do your PSU have it ? And what is the make/model of PSU ?

No, that's not a trusted unit. Replacing it would be better. Do your PSU has a 6 pin connector ? If yes, than go with HD7790 better in performance.
