Hello there. i bought this GPU few days ago. Loaded it up and did a fresh clean format installing windows 7 x64, then updated OS to date, all chipset drivers and latest stable graphics driver from ati (13.4) along with vision engine. First of all my system specs are;
windows 7 x64 ultimate
AMD Phenom II x4 965 BE at 3.4GHz (stock)
Sapphire Radeon HD7950 Factory overclocked to 925MHz
single 4Gb of 2000Mhz ram
Gigabyte 880GM-D2H motherboard with hd4250 on-board (which i was using before 7950)
500w power supply
and a decent dvd-rom driver
plugged to an LCD hdtv at 720p60 res
And this is my current desktop right now (i'm aware of that im using Administrator account) desktop graphics are simplified for best performance in windows itself. nothing else changed/tweaked.
Anyway, here's the problem i've been facing since. after all the system has been set up with latest drivers and softwares above, i tried to play some Trackmania which i've been addictively playing since 2005. everything worked as usual until i got in-game action. all the textures around were highly blurred out! of course instantly i thought of mipmapping level and went to change some Control Center settings. but when i got there, there was no mipmap level setting present on the list. i instead while i was there, changed every setting possible to leave to 3d application, even turned off tessellation and other optimizations to set everything as default as possible. went back to game, set graphic options to 1080p, 8xAA and 16xAF, everything else is utmost ultra high. after that i wanted to see in-game again but nothing changed. went back to Control Center and changed every texture setting to high as possible (Forced AF to 16x, texture filtering high, morph. filtering on/off, SFO on/off, etc.) no results. turned down anti-aliasing from game options and no results. tried almost every combination possible but nope. textures were same as before looking like washed Doom sprites.
By the way, FIFA 13 was working great but maybe weird ad-boards i'm not sure, they too looked abnormally blurry on 1080p 4xAA to me.
i made some research on the internet and found few people having the same kind of problems, although, enabling mipmapping option from regedit (it came up as high quality selected in CCC, leveled it down to performance, saved and slided to high again to make sure its not spoofing), from regedit solution to forcing options from Tray Tools(also tried texture lod slider), or RadeonPro but nothing helped getting texture quality back.
deliberately tried rolling graphics driver to few versions back until 12.4 (all the way using driver sweeper in every step), or installing only the driver without Control Center, still got no solution about it.
i can't think of anything else to do about it, and finally went here to get help.
Now i have latest beta 13.8 driver with VisionEngine and this is still what i have currently just half an hour ago. Note that while "press enter" text is perfect but the time counter at bottom is blurred. and the black thing infront of the vehicle meant to be "complex shadow" which is the highest setting possible.
i don't know what to do and really upset about this situation. such thing never happened to me before. could it be the GPU "itself" may locked texture or mipmap settings to low? if then, is it possible to reset or delete/disable 3d settings within GPU? or resetting it completely to default in every aspect?
i'm out of ideas but this one above. and thinking of sending the card back considering it's corrupt. i don't even want to see if it would occur in 3dsmax too in future.

edit: took another screenshot to make situation weirdness more clearer. (at least its weird for me) The globe seems normal while loading indicator and background is blended.
