Sapphire R9 380 4gb dota fps problem

iam getting low fps in dota 2 between 50-90 after i bought this new card i had MSI GTX 660 OC and my fps was around 110-120
My spec
Core i5 4440
sapphire r9 380 4gb
mb:B85-HD3 gigabyte
RAM:8gb 1600
PSU:500w
i reinstall my windows , steam , drivers , dota 2 , even tried older driver but no progress
i also notice that i have GPU 100% my cpu is high too 70-90%

500w is not enough information about your psu. there are countless bad power supplies out there. there are also are tons that are not built for gaming systems with power hungry graphics cards like yours. your psu is 50w below the recommended 550w for that graphics card. if you cheaped out on the power supply there's a good possibility it is on its way out from being overloaded. a failing power supply is commonly a culprit for degraded performance.

so if i have my gpu 100% this might be still PSU problem ?

yea. just because it says 500w doesnt mean it can handle that card properly.

so if i have bad psu and my gpu is always 100% when iam on game this mean its might be PSU problem ? " my point is if psu is not good enough why gpu would be high anyway "
