Question Sapphire R9 380 4GB fans not spinning

Hello. I bought a used R9 380. The fans are not spinning. They jerk for a second a few times once I turn on the PC. Reached about 80 Celsius gaming and they won't start.
I've made a custom profile in MSI Afterburner and that seems to fix the issue. Most of the times at least. Sometimes they still won't start so I'll have to manually set them to a certain value and then hit auto again.
What may be the issue?
It's running around 38-40 idle and 58-65 in WoW and CS GO.
I had no problems with my old GTX 650 OC, so I'm ruling out the PSU.
 
It depends on the default configuration settings for the fans in the GPU itself. Do you know if the previous owner modded the card or anything like that?

As you mentioned, it goes away when you force the fans to activate through the drivers.
