Sapphire Radeon R9 380 will not turn on

Hello,

I have recently built a new desktop with the following components:

-ASUS M5A97 LE R2.0 AM3+ AMD 970 + SB950 6 x SATA 6Gb/s port(s), gray USB 3.0 ATX AMD Motherboard with UEFI BIOS
-G.SKILL Ripjaws X Series 8GB (2 x 4GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory
-AMD FX-4350 Vishera Quad Core processor
-WD 1TB Hard Drive
-Sapphire Radeon R9 380 Graphics Card
-600W PSU

So after I assembled the computer and turned it on all of the parts seemed to turn on except the gpu (the fans on the graphics card were not spinning but all the other fans including the case fans and the cpu fan are). I plugged the ppu into a monitor using both a vga cable and an hdmi cable, both times the monitor displayed "No Device Detected". After all this and reading other forums I concluded that it was either the psu or the card is a defect. Because everything else seems to be working and I am almost positive there is enough power in the power supply for all the components, I decided it was a defective card. So I returned and replaced the card. I just received the new card today and installed it, yet the same problem is still occurring. So I don't believe it is a defective card. If anyone has an idea of what could be wrong and a possible solution please let me know. Thank you.

P.S All the cables are securely connected to the motherboard and the green light on the motherboard is lit up, I also have the two 6 pin connectors plugged into the gpu.

 

My motherboard does not have an on board port so I cannot plug it into a monitor.

 

The psu is a EVGA 600B Bronze 100-B1-0600-KR Power Supply, 600W. There were two separate 6 pin connectors from the psu, I did not buy a splitter, on a separate note I do have a 2 4pin to 1 6pin adapter. I am not using that to connect the gpu but I do have it.
