Sapphire Radeon R9 390 issues

I just upgraded my card from a Sapphire HD 7770 to the Sapphire Radeon R9 390 with the back plate and when i installed the new card I am getting no display at all (black screen), iv tried the HDMI and DVI ports, my computer is running and when i push the "S" button it lights up blue so i assume its getting power but the fans on the card dont run.
My system specs are:
CM 690II Advanced Case
GA-970A-D3 motherboard
AMD FX 4100 CPU
CM RS-700-AMBA-D 700W power supply
Sapphire HD 7770 Graphics card
G.skill DDR3 -1866 PC3-14900 8GBx2
anything else you need let me know please
I am kind of a noob at this so any and all help would be greatly appreciated

Ok your problem is.

Prior to the R9 390 card you have in the pci-e graphics slot of your motherboard now.

You had a 7770 card, the R9 390 graphics card requires more power.

So the likely cause is because you have not connected all eight of the 12v Eatx from the power supply unit to the motherboard.

Please see the picture of your motherboard by clicking on the link bellow.
You will see to the top right the eight pin 12v Eatx power block on the motherboard, white in color.
Make sure the power block from your psu is plugged in and connected to the board at that point.

I know some high end cards have a power LED button to show you if it's getting power, does yours by chance? If so check it, and if not your graphics card might not be getting enough power.. have you connected the 6-pin/6x2-pin/8-pin connector? What's your PSU make and model?

Never mind didn't see you had your components listed up there

Honestly the most likely scenario is the card is defective. Graphics cards are supposed to only have issues if there's a power shortage, or improper installation. If you can, hurry up and return the card to wherever you got it for a refund and possibly get another.

Make sure you have also connected the two eight pin 12v Pci-e power blocks from the Psu direct to your R9 390 graphics card facing you on it`s outer edge you must connect the two sets of eight pin blocks.

Everything will work fine for you after this.

its not a "power" LED it has something to do with dual bios technology but its getting enough power to light it up, is it maby not getting enough power because it recommends a 750W PSU and i only have a 700W but form read i can get away with it but if thats the problem iv got a 750W i can try from another computer
 


A power LED is just something on the graphics card that lights up to tell you it's receiving sufficient power. I know that's not your issue here it's just one idea i had. You say is it might not be getting enough power. If it has an LED is it on? and if it doesn't have an LED, then your best hope is to try another PSU and see if it's a power problem that can be recognized some other way..
 
Shaun o was right (well you all were not enough power) i didn't have the 2nd 8pin in my PSU (sorry i thought it was a spare and there was no place to plug it into the PSU) but found it plugged it in to the card and everything worked perfectly. So a 700W PSU is enough to make it work.
