Sapphire tri-x question

So I just got a sapphire tri-x 290 oc and i have a couple of questions. 1. Should my gpu usage percent be jumping from 0% to like 80% when I'm just browsing and not playing games. And 2. Should it be at 100% while gaming because it is always runs at 100% while gaming. The only reason i ask the last question is because i had a gtx 770 and it really only went to 100% when it was a gpu intensive game. Also is thier a way to turn mantle on.

Specs:

CPU: i5 4670k
MEM: Corsair 8gb
MB: MSI z87 g45
 
msi afterburner. I Mean it keeps at 0 until I start clicking on stuff or moving the mouse around fast and apparently typing does it sometimes. But it will stay 0 other than that. Maybe its the driver i'm using idk. I'm using the latest 14.1 beta driver so who knows.
 


I just picked up a Sapphire Dual-X R9-280 OC card for another build I have. It also has issues. I'm using the latest driver 14.4, but I'm thinking of rolling back to see if an older one will be better. The problems I seeing is poor performance, usage that won't go above 50-60% in game benchmark runs, while the processor stays even lower. Also, the HDMI output sometimes won't display certain games. I have to use DVI.
Anyway, just thought I'd pass that on. Is yours still acting weird too?
 
Yea mine works fine just the usage jumps up and down like crazy. Like from 0 to 100. Played bioshock infinite and it was doin it but the game ran smooth as butter but was gettin the same fps as my gtx770.. Idk just seems like it shouldnt do that. Let me know if changing the driver helped
 
Its probably just a glitch if it is still working good then don't worry an update will be released especially if you contact the manufacturer and tell them so they can get to work, its just a display thing. Try using other software to view your gpu usage and come back and tell us how that goes, as i said its probably nothing.
 
When you have Afterburner open, check to see if the spike happens just before the clock increases. It could be that the usage is spiking just an instant before the clocks increase. And the monitor pgm isn't refreshing fast enough to catch it together. I didn't explain that very well, but maybe you can understand what I'm getting at.
