Satellite a70 with no operating system having issues installing windows 7 pro via CD-ROM

Hi thanks for taking sometime to help, The laptop is a Toshiba satellite a70 currently without an OS and a bootmngr missing message if i start up with anything other then a windows 7pro cd . When i use the cd i am able to get only to expanding files 0% then i am finaly beaten by an error msg conserning the inability to locate the necessary files to finish the install. Things i have tried. Diskpart to clean and to attempt a format on removable storage . What can itry next? Bios is in assumed proper boot device order and assumed healthy.

does the boot cd work in other machines?

possibly a bad windows CD.

you can use the Media Creation Utility from Microsoft to create boot DVDs and USBs
