I've been staring at this for a while. No idea what you are asking.

If you are talking performance, #1 thing is resolution. Then graphics settings.

No scaling at the same resolution as the monitor would be 'full screen' or full screen windowed.

Not really sure how aspect ratio is involved. You can certainly run a lower resolution on a 16:9 monitor that is less then 16:9 in terms of ratio, like 1280x1024, assuming the scalar can handle it.

TVs generally have a lower limit of 1280x720p, so resolutions lower than that will not get re-scaled. Most computer monitors do a pretty good job of fitting 4:3 aspect ratios onto 16:9 screens.
