eBay needs to be the first to blame here. If you report a listing, there is no "no item" rule to select as the reason why. You have to report it under some other rule, but it's not clear what this falls under. There is no "deceptive listing" rule or anything like that.

A lot of scalpers have moved to the Amazon third party marketplace now. Amazon is doing zero about it just like Ebay. The scalping problem is unreal and spreading. Big tech can be on top of political, election, COVID, and vaccine misinformation, but they can't seem to be bothered by tech scalping.

If I had access to my 3d printer (it's in storage), then I would print small RTX card models and sell them at MSRP of the real thing just to screw things up more. I don't think the problem will actually be honestly addressed until people crash the whole resale market with BS rule and TOS exploits. Don't tell me a picture isn't a "real item" and a "preorder" or "shipping confirmation" is.
