I open File Explorer and all I see are magnifying glasses searching for my Hard Drives this Problem has come out of no where because and hour ago my computer was perfectly fine I have no installed anything new this is on Windows 8.1 + Update original not cracked. Here is an image to show what I see.

That's a new one! Hope it's not a virus, a scan would be good...
Meanwhile check out your OS
First try System File Checker
Winkey plus 'X'
Choose Command Prompt (Admin)
Type sfc /scannow then Enter

It finds and fixes errors in Windows, but doesn't always report them. Run it and see if the fault disappears after re-booting your system
If corrupt files are found that can’t be fixed, try

Dism /Online /Cleanup-Image /RestoreHealth (Observe spaces before /)

Re-run SFC...

Don't see anything on your pic, but what you're describing sounds like the 'Bubbles' Screensaver...
Got desktop and Rt click on a space, choose Personalise then Screensaver and see what's selected,

 
No its not that, in file explorer the side bar only shows Favorites, Desktop, Homegroup and This PC and each of these has a small magnifying glass that moves around in a circular motion and does not find anything no HD, no Files no nothing

Re-run SFC

To view CBS Log

findstr /c:"[SR]" %windir%\logs\cbs\cbs.log >sfcdetails.txt

Search C drive for sfcdetails.txt or navigate to C:\Windows\System32 and scroll down.
