Scared of electrocution, PSU leaking voltage through case? What now?

Thermaltake Berlin 630W ATX23 manually put into a Sharkoon VG4-W ATX case.

Im an IT guy, not an electrician or handyman. And I am scared of electrocuting the PC or my family..

as a present I put the parts my sister ordered together to create a great gaming PC. It looked like the box of the PSU was not sealed properly.

The PC boots up fine and all the fans spin.

Problem is there is voltage leaking through the case, specifically ONLY the backpanel and frontpanel of the Sharkoon PC case. this voltage is leaking even when the power button is turned off on the PSU, meaning I think the problem lies with this PSU itself.

When I put the voltage tester screwdriver on the backpanel USB port (not inside, gently over it) while the pc was running, my finger got an electric sting THROUGH the screwdriver. The led inside the screwdriver did not break, but shined a very bright light. The PC then turned off shortly.

What do I need to do? Do I return the PSU?
 
Added information
1) The case came with female screws on which the ATX motherboard is installed with insolation circle + screws.
2) The PSU came with maximum power cables that you cannot plug out. I cabletied these up together and they are not making solid contact with anything as far as I can see besides perhaps slightly touching the case..
3) the PSU is screwed directly in to the case on the outside.

I did read the tips, just didn't respond at the time.

It turned out the problem was caused by a malfunctioning power socket. The power that is now coming from a properly grounded power socket that leaks through the case is below the feel-able threshold of 5V. And thus is insignificant. My sister opted to keep the PC as it is.
