Scheduled Task Wizard stops responding

I am looking for the patch referenced in MS Article 830924
Since I have an OEM Product ID I cannot download it from MS. My pc
manufcaturer does not have anything listed for this issue.

Any help or suggestions would be appreciated.

To resolve this problem, contact Microsoft Product Support Services to
obtain the free hotfix. OEM makes no difference.

the site to find a number to call but have not found anything yet.
