Screeching noise around CPU

Hi guys/gals,

I have a problem with a screeching noise around CPU area. It is EXACTLY the same as shown in a video posted by someone in a thread (posted some years ago):

I can't be sure what caused the issue, but it wasn't any hardware changes I've made, since the build is several months old.

Now, here's what I've already tried: replaced the PSU (used a backup simply to check if that was the cause), cleaned the fans, replaced thermal paste on CPU, checked for blown capacitors, unplugged the HDD I have (even though the sound was OBVIOUSLY coming from in and around CPU area) - nothing worked.

I've even unplugged the CPU fan for a short time (stopped its rotation fully) but the sound was still there.

Moreover, the sound starts from boot, not just when I boot to Windows and start using programs. Sometimes it feels completely random, sometimes it feels like it's caused by CPU load. I've tried experimenting, leaving PC idle, loading it, but still can't be 100% sure as the sound is almost always there.

Here's my spec:

- Gigabyte GA-MA69VM-S2 Motherboard
- AMD Phenom 9850 CPU
- AMD Radeon 7770 HD GPU
- SSD Kingston 120GB SSDNow V300
- G.SKILL 2 GB DDR2-800 x4
- Thermaltake TR2 RX 450W PSU

Question is: is it anything dangerous compromising my components, how can I get rid of it - I'm really sensitive to noise coming from anything electronic/mechanical (PCs, cars, mobile phones, tablet) so I reaaaaaally want to get this solved.

I know the build is not ideal, but it is what it is.

The sound can be generated either by the VRM system of the CPU (located onto the motherboard), either by the VRM system of the GPU, either by a low-quality PSU (how old is the PSU? what model was the PSU you tested?). Try to run the system without the GPU first.

I would blame the motherboard though (it is an old model, with a 3-phase VRM system, trying to feed an 125W CPU). Your motherboard have the latest BIOS version installed?
 
I tried stopping the fan during screeching - nothing changed.

PSU is pretty old, the "backup" one is even worse, so I can't say 100% that it isn't PSU that's bugging me. I would rather not invest in this unit though, since towards the end of the year I'll be moving, and won't be taking it with me, so if it's only an annoyance, I'll try to manage for the next few months. If it's endangering the rest of my components - I would have to do something about it.

MoBo has the latest BIOS.
 
Sorry to necro a thread in such a way, but I really don't want to post the same thing again asking for more advice.

In any case, the noise has worsened to a point where I'm thinking of building a separate room for the PC. So I took some different measures to isolate the issue. When I remove the CPU, power up PC, noise is gone. I insert back the CPU without cooler, noise comes back. I inserted a different CPU, noise is still there.

Now, I've noticed that when I enter the BIOS as I scroll through the menu the noise flips as I change through the menu options (think of the sound your phone can make when you're typing on it) - not sure if that can help at all, but still, something I noticed.

Also, I've been watching CPU-Z for some time during the issue, when Core Voltage drops to 1.296 V the sound persists. If it goes back to 1.312 V the sound goes away. Naturally, I've tried to change the voltage in BIOS, but the options to do so are grayed out, EasyTune fails starting, so does AMD OverDrive.

I'm so annoyed by the issue that I'm thinking about buying a new PSU just to be 100% sure that's not the issue.

2 .Locate: HKEY_LOCAL_MACHINE \ SYSTEM \ CurrentControlSet \ Control \ Power \ PowerSettings \ 54533251-82be-4824-96c1-47b60b¬740d00 \ 5d76a2ca-e8c0-402f-a133-215849¬2d58ad
3. Change Attributes from 1 to 0.
4. Then, through the control panel - power - in the settings mode select power management processor. There will be an option disabling idle processor and high pitched noise immediately disappears."

Leaving this here in case someone else had the same issue.
