[SOLVED] Screen bouncing

I have a Lenovo E15 (Type 20RD, 20RE) Laptop (ThinkPad) - Type 20RD
Intel(R) Core(TM) i5-10210U / 16GB RAM
Win 10 Pro 64 bit vers 21H2

Issue: I am having an issue with my screen bouncing this seems to mostly happen on Reddit but it happens in multiple browsers. I am not sure what the issue is. It was happening before I did a full clean install and it is happening again after the clean install. I have a video of it doing it:

I'm not sure what is causing this issue. I'm guessing its a hardware issue but I'm not certain. It didn't always do this it just started doing it I would say within the last 1-2 months. But it is only on certain websites. Ex: It does it on Reddit but not on Gmail, Twitter, Twitch, Youtube etc. I'm not sure what would cause it to 'randomly' happen on one site but not on the other but it is mildly annoying.
Suggstions/Ideas on how to fix are welcome.
I have checked windows update, lenovo support, and intel and my graphics drivers are the latest ones available.

shaking text can be from display drivers, you could also try running clear type calibration tool, which is part of windows
