Screen brightness problems

So, I've reinstalled my Win 8.1, and got a problem right from the start.....
can't adjust my screen brightness on my laptop, shortcut doesn't work, nor does the setting in that options bar on the right, nor do I have the option in the power plan menu....

reinstalling or updating drivers did nothing (nor did any other fix)....any ideas?

nope...I don't have a previous driver, and current is Microsoft Default....
