[SOLVED] screen flickering,what could cause this issue?

I noticed that screen is flickering as you can see on the video at 1:09 and 1:28,just look at the icon down below.
I'm on VA panel,monitor is brand new,I bought a brand new DP cable.
I switched to second PC and no flickering so I suppose monitor and cable are okay.
What could cause this issue and how to resolve it?
Previously I had R7 370 card,I haven't uninstalled display drivers when I changed the card to R9 390,just installed new card.
What should I try to resolve this issue?

Ok just to let you know the cable was causing issue,I bought better DP cable,so maybe it will help someone,previous cable was only limited to max 100 Hz and when I cranked up to 120 Hz I got this issue.

Make sure you're on the latest BIOS update for your motherboard. How old is your PSU? You might want to try and use DDU to uninstall your GPU drivers from the system and download the latest drivers found off of AMD's support site.
 
If I write you system specs that wouldn't solve anything...
but okay:

what could cause the screen to flicker sometimes?

Ok so I removed drivers with DDU installed new ones,still same issue...
Tomorrow I will replace the graphics card to see if it's causing the issue,but I doubt.
One thing is for sure it's not monitor either not DP cable...
