screen flickers occasionally, shadows flicker

Hello,

I just built a new PC for the first time a week ago. My components are:
CPU: i5 4590 3,3GHz
GPU: MSI R9 280 Gaming 3G
Motherboard: ASRock H87 Pro4
PSU: 400 Watt be quiet! Pure Power L8
RAM: 8GB Crucial Ballistix Sport DDR3-1600
SSD: 256GB Crucial MX100

Now the problem I have is that my screen flickers occasionally in League of Legends (the screen becomes white for a splitsecond). It occurs maybe once every session. I'm a little concerned with my GPU because I bought it from a less trusty shop. I already tried things like reinstalling drivers, using a vga cable instead of the hdmi cable i mostly use but it still occurs.

My OS is Windows 8.1
I still dont know what's causing it, but using windowed mode makes flickering disappear in some cases.
Flashing the GPU didn't fix it.
Still occurs with a different monitor.

Also when running unigine, the shadows and some of the background flicker
with my cell phone.
 
Some of the r9 280/280x are pushed too far past their reference clock. This can cause flickering when jumping from 2d clocks-> 3d clocks.
I just fixed an XFX one that couldn't browse without flickering, flashed a bios onto it that had more vddc voltage.

This might be your problem.

Edit: Start by going to MSI website and finding bios updates if they have them.
