What's the monitor? What's the GPU? and what sort of UPS or Spike Guard are you using? The fluctuation depends on what sort of things happen depending on what you are doing on the machine?

its just that i have a compaq CQ45 laptop i bought 1 year before .when i turn it on its screen keeps fluctuating from top to bottom.and after that until its turned off
