[SOLVED] Screen Glitch

Today I was just gaming like usual when most of my screen froze leaving only a small portion of it on the top working. After restarting the PC I figured that inputs and sound outputs were working. I can login (took some tries) and the desktop is there but it's only on that small top portion of the screen and it is extremely glitchy

(In the picture u can even see my taskbar)
Things I tried:
-Changing HDMI/Display Cable
-swapping ram
-clearing CMOS
-booting to safe mode

I did some digging around on the internet but couldn't find anyone experiencing this problem. Any help is appreciated.

test with another monitor?

Try to reseat gpu.
Check monitor menu from monitors bottoms.
Maybe little knock the monitor.
Check/clean monitor ports.
