Screen Goes Off and then On Randomly

My screen goes off and back on randomly.

I've searched on this forum and on google and found no one with the same problem.

At one point, I tried to play an online game and I got the following Notice-
"Application has Been Blocked from accessing graphics hardware."

I used Kaspersky to see if it was a Virus
I went into safe mode and uninstalled Video Card drivers for my AMD card
I logged back into Normal Mode and while using the onboard video, the same problem occurred.
I tried to do a system restore but it froze---when I reset the computer, the pc was no longer using the onboard video but my main gpu AMD card.

There are no loose cables on the monitor or the PC.

This is when your monitor changes mode. You didn't specify exactly when it does it. It's common for monitors to do when launching some games. Especially if the resolution used in the game is different than the one you use on the desktop.

If it happens in the middle of you using it that would be interesting, but you didn't really specify.

The screen flashing (off and on) happens no matter what I am doing.
Unless I am using onboard video and in that case it doesn't have the problem.

This is on a desktop.
To be clear, the monitor is not fully turning off and then on.

Updating the driver for my discrete/main video card has done nothing.

At this point, I think I am going to uninstall some windows updates.

Update

To be clear, the screen turning off and on happens no matter what Im doing as long as I am doing something.

The mouse cursor freezes right before it goes off and comes back.

Ive also tried downloading a new driver just in case that would work.
I downloaded the driver from AMD's website.
Went into safe mode and installed the driver from there.

And this is what happened, it tells me there was an error, and then that window goes away and then it tells me that this driver has already been installed or something like that.

When I go device manager, it tells me the driver is
9/22/2017
driver version 22.19.677.257

But the latest driver is from February of this year
19.2.1

I've went back to normal mode.
And I am trying to install the driver
and at the moment, the amd Software is Checking for the latest drivers and has been for the last 30 mins...

Are you on a desktop or laptop? What are you using to connect your monitor? Usb-c, displayport or hdmi?

Was hoping it could be your usb controller that needed a different driver. Less likely since you're using hdmi though.
