Screen is Messed up

So my screen and everything works once I end all the programs but sometime but rarely I get these weird artifacts or whatever there called and this happen. Yes I am and I have run my gpu hard at times and tons of full fan speed. I realy notice it on youtube and internet. But not mucg when im gaming. I play planetside 2
