Screen MS response time matter?

I am currently looking at screens, because the one i have now sucks. Very bad colors.
I am looking after IPS since it is better colors, but does the response time give a bad gaming experience? I feel like tn is not good enough for colors from reviews unfortunately.

How much does that 5 ms response time matter over 1ms? (Dont just tell me "five times slower")

And IPS vs TN? Most of the time spent on my pc is watching videos and gaming and or browsing. Not too much video editing.

It's most noticeable when scrolling black on white text on the web and in high pace fps games.
When i first bought it i was disappointed, however i have gotten used to it since.
I would advise you to try what you buy before hand, see if you like it.
That is what I would do.
The response time refers to how fast a pixel changes color.
A monitor with a slow response time will experience ghosting,
i.e moving objects will seem to leave a trail on the monitor.
A 1 ms response time monitor should do this less than a 5ms response time one.
 
I'm by no means a display expert.
I have a Benq TN led backlit with 5ms responsetime.
After buying it, i'd suggest you buy say a 2 ms one, 1 would be better but 2 should do.
Have no experience with ips monitor displays so can't speak for those.

Solution
The problem is that i live near only 1 shop allowing me to "test" monitors in the shop. Usually this testing is just watching a 2min video unfortunately.
Another shop, over the web, allows me to send the monitor back within 45 days for whatever reason i might want to send it back though.

So if possible, i should get a lower ms response time monitor, and sacrifice a bit of colors.

I didn't say you should not get IPS, i just have no experience with it, so i cant really say anything about its behavior.
However, if you buy with a 45 day return policy, you shouldnt have to be disappointed.
