Screen Tearing GTX 1060

Hi, I recently purchased a GTX 1060 and after I set everything up I have had major screen tearing issues. I have turned V-Sync on and have tried other things to resolve the issue but nothing has worked. I have an oldish Gateway monitor that runs at 60hz, but i feel like maybe the monitor js old and thats why it is tearing? My question is, should I purchase a new monitor?

what is max resolution this monitor could handle also check the nvidia settings to scalling and adapt size to panel .
