Screen Tearing is occurring with v-sync on!

When i turn on v-sync i still have a little screen tearing but its just one line and it goes across the whole screen. Is there a problem with my gpu? newly built pc but just started doing this today. here is a link to what im talking about. doesnt just do this in games if i move a folder around really fast it will happen basicly when every something is moving fast.

btw i have a gtx 660 ti

1.try upgrading yo drivers
2.downclock yo gcard u can use msi afterburner
3.try using yo pc without yo gcard if it persists....
4.try differnt resoulutions and frequencies for yo screen
5.try differnt screen
