Screen tearing issue

Hello all,

I recently built a new computer (specs below), and i have been experiencing some really bad screen tearing and looking for a fix. I tried V-Sync, i tried the adaptive V-Sync, I tried everything. V-sync had horrible lag and triple buffering didn't seem to help that much. I think that I've come to a point where i need a new graphics card or a new monitor. My question is should i get a new monitor/Graphics card or is there another solution? If not what would be the ideal graphics card or monitor for my specs? EVGA GTX 770 FTW 4gb
AMD FX-8350
120 GB SAMSUNG EVO SSD + 1 TB SEGATE BARRACUDA + 2 TB SEGATE BARRACUDA
Corsair Vengeance 8GB (3x8gb) (24gb in total)
Corsair RM 850 PSU
ASUS M5A99FX PRO R2.0
MONITOR:
Asus VS238H-P 23-Inch Full-HD LED-Lit LCD Monitor
 


Out of my 90 steam games i know for a fact at least 70 of them are tearing. The worst tearing that I get is in SNES emulators. I dont know if its my graphics card/monitor or something weird with the emulator. But regular games like Half life 2, Arkham City, Bioshock, Fallout, Skyrim, etc are getting tears. I tried putting them on low and i still get it 🙁
