screen tearing on amd gpu

since the windows 10 upgrade, multiple games have been suffering from a huge screen tearing whether vsync is on or off, i am using a laptop, an amd radeon hd 8670m,black ops 2 and gta v and hitman absolution are unplayable due to this horrible screen tearing, while league of legends and black ops 1 for an example run perfectly fine, however if i run the games with the screen tearing issue on my intel hd 4000 the screen tearing fades away but of course intel hd cant run any games.
does anyone have a solution to this? thanks in advance

Open catalyst control center, enable frame rate target control, and set max frame rate to 60. I assume your laptop is only capable of 60hz.

there is no frame rate target control, i guess its not supported by my gpu? capping the game using riva tuner doesnt seem to help either

so i guess capping the frames to 55 seemed to fix this issue by 90%, there is still screen tearing but very minimal, i find this really wierd and 5 frames dont matter much to me
