Question Screen tearing to oblivion.

Hello all, I'm new here so pardon any misconduct.

So I recently bought a new PC and have been having the worst cases of screen tearing ever. I've tried various things from enabling vsync, ensure my AMD software has vsync on and what not but nothing has permanently worked. For whatever reason on some occasions I'll either have no screen tearing and others it will be unplayable. What's worse is that when it does happen my ENTIRE PC crashes and I have to hold the power button to switch it off and on again. I have all the drivers updated and functioning. I bought this PC 3 days ago and do not want to return it already.

SPECS:
CPU: AMD Ryzen 5 2600
Memory: 16GB Corsair VENGEANCE DDR4 2400MHz (2 x 8GB)
GPU: AMD Radeon 580 8GB
PSU: CORSAIR 550W VS SERIES™ VS-550 POWER SUPPLY
Motherboard: ASUS® PRIME A320M-K: Micro-ATX, AM4, USB 3.0, 6GB/s

EDIT: System no longer functions. When booting it up the screen tears up and after a few seconds, all peripherals switch off and do not function.

I'm really helping one of you guys will be able to help me.

make and model of the psu?
what the model of the ram and motherboard?
what the monitor model?
what the cpu/gpu temp and usage during the game?

I have updated my post to answer your questions. The last however I'll check again in the morning for you as I have forgotten but I don't remember seeing anything unhealthy or dangerous in terms of temperature.

try replace the psu. if that doesn't fix it, replace the gpu.

Well for now I've sent it off for RMA (collection on Wednesday actually) and hopefully the site I bought it from (PCSpecialist) can fix it. If not I'll have to issue a cancellation of my order. Thanks again for your help.
