Screen tearing while gaming

So I've been playing Planetside 2 and notice a lot of tearing of background and not smooth experience at high franerates. My 100fps feels like 60fps and 60 fps feels like an average 30-40. Meaning while I move my mouse the background doesnt move around me smoothly it doesnt feel regular. Also mouse input lagg is there in some areas but in some areas it isn't.

Is this a monitor issue or a cpu issue? Its not gpu I assure.

I have a 19inch cheap 1280by720 square monitor it doesnt look that bad colorwise, but should I invest in a monitor or in a cpu?

Intel i5 2320 @3ghz (3 yrs used)
GeForce GTX 750 OC 2gb
8Gb HyperX RAM 1333
500gb HDD
 
Some ideas:
Tearing=a horizontal line that updates the frame, means you need to enable vsync
But if you mean the background blurs while moving, that is lcd ghosting (you can see that in action when for example dragging fast a 'my computer' window against a dark wallpaper).
I would suggest trying to reproduce the issues with a really fast old game like quake3 which is guaranteed to be fast even on potato cpu/gpu :).Or test with a spare crt monitor which is guaranteed to be responsive
 


No, v sync makes performance worse. I think all I really need is a better cpu and a more responsive and well synced monitor.
