Screen turns black, and HDD light goes off.

My computer boots past the bios and windows logo but right after the windows logo the screen turns black and the hdd light stops blinking. I have uninstalled and reinstalled the drivers many times. I also cleared the CMOS. It boots into safe mode fine.

My guess is to reinstall Windows

I did forget to mention it works perfectly fine when I don't have the gpu in the computer.

Try to swap RAM or change ports
If not try another GPU if you can borrow one or already have one

It could be the display's connection that doesn't work. Or even the monitor at all. You are telling us multiple things and that's confusing the community even more. Anyways what I can say because it's working without the GPU is that the GPU could be the problem. Or the monitor. A few days ago, I had a similar problem with a friend's monitor. NOT EXACTLY but it was that his monitor's backlight was faulty so it would turn off after a couple of seconds.
Over here it seems that the monitor, GPU, or type of display might be the problem.
I had a VGA cable that was broken and I had to replace it because every time I touched it just once...It would turn the display off. I had to jiggle it into the right place. So I got a new one.
Because you are saying that it boots into safe mode just fine, the problem on displays has just been turned around.
So let's cut out the outliers. It seems here the GPU could be the problem. Why? You are saying that it works without it and the only other time it works is in safe mode. Why does it work in safe mode??? BECAUSE SAFE MODE WILL AUTOMATICALLY CROSS OUT THE GPU GRAPHICS AND/OR DISPLAY OTUPUT. The biggest factor here is the GPU in my thought. Otherwise, you'll need somebody else to help. Just tell me...what cable you are using and what monitor. I hope I could boost a bit of help for the most of it.
