Scroll bar on the right disappears after a few seconds

When I am on a page on the internet, the scroll bar to the right of the page disappears after a few seconds. In order for it to appear again, I have to click in the area and it comes back up, but takes me to the top of the page again That is frustrating when you are on, lets say Craigslist and you then have to scroll back down and figure out where you were. Is there a way to fix that so that the scroll bar stays on?
 
The disappearing scroll bar is a design feature of IE11 aimed at mobile users - you don't need scroll bars on touch screens, so they are supposed to disappear. Or you could just use Firefox/Opera/Chrome, etc, as suggested by Zmokamok. Reinstalling the IE11 browser would be a waste of time without the fix.
