Scrolling doesn't work properly

I can't scroll properly on the computer. I can scroll upwards without any problems, but when I scroll down, it just stops after a few scrolls and I have to scroll up and then down again to continue scrolling down before it then stops again and I have to repeat this process. I've had it like this for a while now and I can't figure out what the problem is. I've tried using another mouse as well, but it still bugs. So it can't be the mouse. Do you know what I can do to fix this?

Try cleaning the scrolling wheel with a damp lint-free cloth.
Dirt might prevent the mouse from registering the scrolling.
