Otherwise, there is no particular reason that it cannot run newer Windows versions other than a lack of drivers. You *may* be able to use older drivers in compatibility mode. The most common driver issues that I see are Ethernet and wireless adapters.
Is the SCSI connection motherboard based or do you have an add on controller, like an old Adaptec? W10 has a generic SCSI driver, as no equipment that old would have OEM drivers available, and that could be an issue or not.
73GB is plenty of space to install W10. Since you have all the parts and you can get a trial version of W10 or W8.1 at least the Enterprise version, you really have nothing to lose by trying other than some time.
