Can you please provide more details about your system? Do have data on that external backup drive of yours?
I'd recommend you check if the HDD is listed in Device Manager and Disk Management in Windows. If it does power up, maybe you should also try changing the USB cable connecting the drive and also plugging it in a different USB port in your computer.
