Seagate externa hard drive problems

Hello,
My external seagate hard drive is empty but it keeps saying it was full and so I cant add anything to the drive. I've tried restarting the computer and the drive even unplugged and plugged it back on. But still says its full.

Have you tried to format it?

If it won't format, how old is it and what is the model number?
